About Directorate of Quality Assurance Universitas Sumatera Utara

The Internal Quality Assurance System (IQAS) at Universitas Sumatera Utara (USU) is implemented by the Quality Management Unit (UMM) to implement IQAS comprehensively and integrated since April 25, 2007, which refers to the MWA USU Regulation No. 16 of 2007 and Rector Regulation No. 4 of 2021. In 2022, UMM USU changed its name to Quality Assurance Agency (BPM) in accordance with MWA USU Regulation No. 1 of 2022.

In order for USU IQAS to run effectively and integrated according to the SIEIC cycle approach, namely Setting, Implementation, Evaluation, Controlling, and Improving Standards which is the chosen approach of USU IQAS, the following were established:
1. Quality Assurance Agency (BPM) at the university level;
2. Quality Assurance Cluster (GJM) at the Faculty/Graduate School level;
3. Quality Control Cluster (GKM) at the Study Program level.

Currently, the Quality Assurance Agency has 3 Fields, namely:
1. Internal Quality Assurance System Field,
2. National Accreditation Field, and
3. International Accreditation Field.

Dr. dr. Isti Ilmiati Fujiati, M.Sc., CMFM, M.Pd.Ked., Sp.KKLP is a Lecturer in the Department of Community Medicine, Faculty of Medicine Universitas Sumatera Utara with a specialization in family medicine. She completed her medical education at the Universitas Sumatera Utara, then continued her Master of Science in Clinical Medicine Family Medicine studies at the University of The Philippines, Manila. She became one of the pioneers of the Universitas Sumatera Utara Faculty of Medicine Medical Education Unit (MEU) and had the opportunity to get a master's degree scholarship in Medical Education at the University of Indonesia in collaboration with Brown University, United Kingdom. She completed her doctoral education from the Faculty of Medicine, Universitas Sumatera Utara with the Sandwich Program at Flinders University, South Australia. Her vast experience in managing MEU and the Faculty of Medicine Quality Assurance Cluster, with 24 Study Program Quality Control Clusters, allowed her to improve the quality culture at university level as the Head of the Universitas Sumatera Utara Quality Assurance Agency for 2021 to 2026. Developing a consistent quality culture of USU's civitas academica is the implementation of Transformation Towards the Ultimate for Quality, as stated by Aristotle, quality is not an act, it is a habit.

Duties and Objectives

  1. Supporting the achievement of USU’s VMTS
  2. Ensure the consistency of the existence of each component of quality assurance in education, research, and community service.
  3. Ensure that every USU alumni has competence according to specific standards.
  4. Ensure that every student receives the same learning experience according to the study program specifications.
  5. Ensure relevance between educational programs as well as stakeholder demands and needs.
  6. Facilitate and coordinate continuous quality improvement efforts from every level and unit within USU.

History

2005

Sejarah Directorate of Quality Assurance USU

On May 16 2005, Government Regulation No. 19 of 2005 regarding National Education Standards was enacted. It is an elaboration of Law No. 20 of 2003 regarding the National Education System which mandates, "Education evaluation consists of controlling, guaranteeing, and determining the quality of education." Article 4 of the regulation states that the National Education Standards aims to guarantee the quality of national education. Thus, the fulfillment of National Education Standards by a university will imply that the university guarantees the quality of higher education it organizes. In order to implement the law, every university in Indonesia needs to compile and manage quality standards to inspire 4 (four) main things: The process of setting standards; Implementation of quality standards; Evaluation of the implementation of quality standards; and The process of improving higher education quality standards on an ongoing basis.

In early 2006, USU had a quality document consisting of a quality manual and a procedure manual at the university level.

2007-2015

USU has implemented IQAS in a comprehensive and integrated manner since April 25 2007 referring to the Decree of MWA USU No. 16/SK/MWA/IV/2007. USU Rector, Prof. Chairuddin P Lubis Sp.A (K), DTMH established IQAS organizations at various levels in USU. For IQAS to run effectively and be integrated according to the PDCA (Plan-Do-Check-Action) cycle approach, which is the approach chosen by IQAS USU, the following was formed: Quality Management Unit (UMM) at the university level; Quality Assurance Cluster (GJM) at the level of faculties/postgraduate schools, institutions, libraries, information system centers, and all bureaus; and Quality Control Cluster (GKM) at the level of study programs and other work units.

2016-2023

In 2016 through the Regulation of the Board of Trustees No. 16 of 2016 in Article 159, SPMI USU conducts: Preparation, development of tools, and coordination of the implementation of quality assurance activities in the academic and non-academic fields; Coordinate monitoring and evaluation of the implementation of quality assurance activities in the academic and non-academic fields; Coordinate the preparation of accreditation processes and certification of university/university work units by national and/or international accreditation institutions.
